Pest Control Treatment in Common Areas - 30 September 2020
Posted on: 28-09-2020To provide healthy and clean surroundings, ENGINEERING TECHNIQUES PEST CONTROL (ETS) were contracted to conduct a Pest Control treatment of the “common areas” of Oceana Residences.
The treatment will be carried out in the podium, corridors, staircases, toilets, garbage room, manholes, lifts, telephone and electric rooms, pump room, car parking levels and all the supplements of the building against all kinds of pests.
Treatment will commence on the following schedule:
Date : Wednesday, 30 September 2020
Location: Aegean, Baltic, Southern, Adriatic, Atlantic, Caribbean, Pacific Buildings
Time : 8:00 AM till 6:00 PM
ETS ensures all pest control treatment will be done with safe and effective pesticides complying with UAE and World Health Organization. Experienced staff licensed from Dubai Municipality will carry out the job.
We kindly appeal for your cooperation and request the following while treatment is being carried out:
1) Prevent your children from playing in corridors
2) Common areas to be free of personal items
3) All doors and windows need to be closed
4) Gaps under the doors if any, need to be blocked

Eid Al Adha Holidays

The Ministry of Human Resources and Emiratisation have announced that the Eid Al Adha holidays for both the Public and Private sectors in the UAE will be as follows:
Arafat Day will be observed on Thursday 30 July and Eid Al Adha from Friday 31 July to Sunday 02 August.
Kindly note that the Oceana Management office will be closed from Thursday, 30 July to Sunday 2 August 2020.
To use the leisure facilities residents or their guests are to present their respective Photo ID or guest cards at the facility entrances. Should you have guests over the holidays, we appreciate to receive your requests by latest by 3:00 PM on Wednesday, 29 July 2020 to enable us to deliver to concierge on the same day.
The Management office will re-open on Monday 03 August 2020.

There have been reports and complaints of personal belongings kept in common areas specially outside the apartment doors, staircases and lobbies. Common areas are also for emergency areas to use the fire exits hence have to be clear at all times.
We kindly remind that any personal belonging ex. bicycles, water bottles, shoes, slippers, planters, toys etc be kept inside your apartment.

New Year Wristbands and Safety Reminders

Kindly be advised the Owners Association Management office will be closed from 2:00 PM on Monday, 31 December 2018 till Tuesday, 1 January 2019 for the New Year.

-Please do not throw cigarettes butts or and any object from your balcony
-Please do not throw any bulky items and glass bo ttles in garbage chutes, adhere to Envac do’s and dont’s notices posted above the chute doors. Do not use the chutes for bulky items or anything that may blocked them. There are also recycling bins located in the PR and basement parking levels.
-Tone down noise especially on late evenings and early mornings. Please be considerate to your neighbors.

BURJ KHALIFA AND SHEIKH ZAYED ROAD AREAS

-The Mohammed bin Rashid Boulevard will be closed between 5pm to 8pm (once the parking area is full). Holders of bookings at the Boulevard area are required to come before 5pm.
-The Financial Center Street and Al Sukuk Street will be closed at 8pm.
-Al Asayel Street will be closed (from Oud Metha Street to the Financial Centre Street) starting 4pm for the exclusive use of public transport and emergency vehicles.
-Al Sa'ada Street will be closed as follows:
>At 6pm: Closure of the intersection of Al Murooj Rotana leading to Burj Khalifa and the tunnel
>At 8pm: Closure of Emirates Towers intersection
-Metro riders may note that Burj Khalifa station will be closed at 10pm and two crossing points will be specified for pedestrians to properly cross the Sheikh Zayed Road Burj Khlaifa station and the Business Bay station.
PALM JUMEIRAH AND BURJ AL ARAB AREAS
There is no official advice by Nakheel on road blocks by in the Palm Jumeirah however traffic is expected in roads leading to Atlantis and Zabeel Saray Palm where there will be fireworks display. Roads leading to Burj Al Arab are expected to be crowed as well.

Lazy River Opening

We would like to confirm the opening of the Lazy River on Tuesday 27th September at 10:00 a.m. The Kids Pool beside the lazy river will not be open for a few more days. Kindly note hoarding will be removed by tomorrow and some areas will be hoarded as certain works are still in progress.

Temporary change to Bus collection & drop-off locations

Periphery Painting Works

Further to our earlier email on Podium works, we would like to advise that the preparatory works for painting has progressed on the E side and simultaneously preparation works for the N side has also started such as protection to the hand rails and washing of the surface with high pressure washers.
We kindly request for your cooperation related to movement in this area during the works:
1) During delivery, move in or during move out, security may advise to use the loading bay, and material movement through the parking area as necessary
2) The area will be blocked when the base coat and paint is applied on the areas.
During the works, security will be available to assist movers, residents and or deliveries.

Garbage Chute Blockage - Caribbean Building

We would like to call your attention on the proper use of the garbage chutes.
Improper use of the garbage chute causes blockage and eventually garbage smell may enter corridors and your apartments.
Yesterday, housekeeping team spent hours to clear the blockage from 3 levels and found huge cartons and plastics disposed in the chute.
We kindly request you to follow the do’s and don’ts notice posted above the garbage chute doors.
Irresponsible actions cause more problems for you and your neighbors and loss of man hours for the housekeeping team.
Should you have big/huge items to dispose, please keep them at a corner of the service lift lobby. Smelly trash/rubbish is to be properly and tightly sealed in a garbage bag. Kindly advise the concierge should you do so for proper coordination with the housekeeping team. There are also recycling bins available in both the parking levels.

Noise Complaints - Hotel Construction

A number of residents have escalated concerns to Management and Trakhees with regards to noise being generated by the construction going on in the Hotel.
The approval from Trakhees granted for nighttime works includes the provision that
“…no use of heavy machinery” is permitted and that works are restricted to “Partition, Tiling, Painting, Fabrication, MEP & Cleaning Work, Lifting” and no work "at height".
Based on complaints received Trakhees are going to be monitoring the situation over the next 5 days however if residents do believe that the works are too noisy and are in breach of the permissions granted please can you escalate your comments to them directly for further action.

Short Term Rental – Oceana

We would like to remind all residents “Short Term Rental” is not permitted either via licensed operators our individually through services such as AirBnB as defined in Sales & Purchase Agreement / Declaration of Adherence, Constitution & Community Rules binding all Owners, and Residents, of the community.
There are currently no licensed short-term rental operators with a license to offer units in Oceana and DTCM have confirmed that all the building in Oceana has been removed from their system so no new licenses will be granted from this point in time.
The Department of Tourism and Commerce Marketing (DTCM) have instructed us to report any incidents involving short-term rentals to them directly who will be regulating this matter and fines will be imposed to the violators. DTCM have confirmed inspectors will be visiting Oceana on an adhoc basis and should any violators be found an immediate fine will be imposed with fines of between two hundred Dirhams and twenty thousand Dirhams for a breach of the Decree with repeat offenders potentially liable for fines of up to one hundred thousand Dirhams.

New Sun-loungers and Cabanas on the Podium
Posted on: 02-05-2016Dear Residents,
The anticipated delivery of the additional sun loungers has now been completed by the developer. In addition a few "Cabanas" been provided that will be used for the Hotel & Residential Guests, with special F&B packages or events to enhance the resort. These are being offered by W14th on behalf of the Dukes Hotel Management.
The standard sun loungers will be available for Oceana Residents and Guests however the allocation of Cabanas, which are owned by the Hotel is at their discretion.
The residential owners annually contribute a share of the cost for the replacement and upkeep of the sun loungers but the Cabana’s are being implemented now by the Hotel in advance of its opening and the policies with respect of their use and any costs associated with that are defined and laid out by them, and not the Owners Association, hence residents whom wish to use them will be required to abide by these terms.
We would like to remind all residents:
- Under no circumstances do any of the Residents have the right to use bad language, verbally abuse and use discriminatory language towards any staff member or security.
- As the owner of the podium component we must remind all residents that through this ownership they retain the right to pursue commercial activities and offer enhanced service experiences both for the Hotel Guest and residents, which includes the new offering of Cabanas, be it on the podium or on the beach.
- Should there be any abuse / misbehavior towards staff member, security or West 14th Staff, West 14th management may seek assistance from the local authorities to attend such incidents.

After receiving comments from residents we would like to remind all residents that the use of Hover board/ Segway board is strictly prohibited with in Oceana premises the use of self-balancing devices can pose a risk to users of the machine and people around them.
It should be understood that as per the “UAE Local Law” the use of Hover Board is banned in public places such as, shopping malls, residential complexes, roads and the walkways.

Consumption of alcohol on the Podium

We wish to remind all Oceana Residents that bringing and consuming personal supplies of alcohol on the Podium area is strictly prohibited.
Unlike the majority of buildings and Owners Associations in Dubai alcohol is available on the podium of Oceana under the alcohol license held by West 14 (Oceana Beach Club) and hence they are the only entity allowed to serve alcohol on the podium/beach areas.
It should be understood that residents, or guests of residents, are not allowed to bring or consume alcohol not purchased through West 14 in this area since any alcohol related incidents involving the local authorities would affect their license.
Liquor licenses for individuals, only permits them to purchase alcohol and consume this in their private residences and “Under the UAE local law, alcohol consumption is only permitted in designated areas such as bars/restaurants attached to hotels.”
The security team have the right to exclude any person/s from using podium areas who are in breach of this activity or escalate the matter further.

Garbage Chute Blockage - Pacific Building

Emrill housekeeping are currently working on unblocking the garbage chute in Pacific building to remove a large bag. This is the 2nd incident in Pacific today. In the morning a large box was found blocking the chute.
We kindly request your cooperation from refraining to throw large items in the garbage chutes. Blockages in garbage chutes cause smell in corridors and require extra manpower to remove the blockage.

Smell issues within apartments

There have been a few posts on the community wall in regards to “smells”.
The FM team have checked the basement areas (sump pit area) and this is clear, associated to this we have a regular cleaning schedule that is carried out for basement drainage areas to minimize the chance of smells emanating from this area.
When these issues are reported to the OA Management, we send FM technicians to inspect the unit and given reports of the findings of items to address the issue, some were as simple as ensuring that water is regularly flushed down the floor drains or activating the extraction fans systems, whereas others have been identified as unit problems which are the responsibility of the Owner to respond to.
Whereas we appreciate that certain residents believe all such issues lay with us as the Managers it should be noted that Asteco are appointed to manage the common areas of the residences and as such directly respond to matters where the problem originates from them. If identified as a unit problem then the responsibility lies with the Owners and or Tenant of that unit to address, personally with each other or with the Developer themselves. However it should be noted that in 2012 the Developer contacted all unit Owners to address any outstanding issues with smells / condensation and all unit Owners whom responded at that time had their issues addressed.
We do note that certain new Tenants are now occupying units the Landlords of which have already been provided with detailed reports of the remedial steps that they need to undertake to rectify these problems, which are not the responsibility of the Owners Association to undertake.
We recommend the residents who are facing smell issues to contact their preferred maintenance company to undertake and independent inspection and full description of the root cause, should there be any responsibility of issues in the common areas this needs to be highlighted and sent to oceana@asteco.com and a team will then be sent for rectification of the common area issues, “Including the recent posts we have a list of 8 units where similar issues have been noted and are investigating the cause of them”. The Board is considering to appoint a third party for owners and tenants to contact in case of any internal apartment issues. These will be quoted and after approval of the scope of work and payment executed. When agreed between the parties involved a future announcement of this will be communicated

Fire Safety Precautions

We once again remind all residents to kindly observe the community rules and think of the safety of the community.
With fire incidents across Dubai and UAE, incident in Ajman being the latest, we appeal and remind you to follow the community rules especially:
-BBQ (coal or electricity) is not permitted
-Smoking Shisha in the balcony is not permitted
-Throwing anything from your balcony, specially lit or unlit cigarette butts
Additionally, kindly take safety precautions including:
-responsibly extinguishing and disposing of cigarettes
-ensuring curtains, other flammable items are away from the stove/hob/candles
-do not leave lit candles unattended
-do not overload sockets and electrical adaptors
Please note these incidents pose a Very Serious Fire Hazard and a risk to your life and your families as well as the property.
A recent complaint we received was from an Adriatic ground floor resident whereby they found broken pieces of ashtray in their balcony. The ashtray may have fallen from a balcony by accident and fortunately no one was hurt. We however kindly request residents to be extra careful and mindful of your neighbors and the property.

Subject: Podium area – Pool & Beach

We have noticed many notes on the community portal pertaining to the pool/beach areas during the weekend. The areas were busy due to a spike for Easter Holidays. The Management have met and highlighted the matter pertaining sun loungers to the Dukes Management and new sun loungers and cabanas have been ordered and due to arrive on site by end April. Whilst we respect the pool/beach areas were busy however this was not solely due to the “Hotel Guests”, in fact the hotel guests were 29% of the total 1668 guests as can be seen from the chart below. Owners, residents and their respective guests were 71% of the total.

The matter pertaining to hotel guests and why they are allowed access to Oceana has been discussed and highlighted on the wall repeatedly and at great length as well as at the Owners AGM’s. Statements on this matter are included in the FAQ’s which were circulated and are available for Owners to access on this site under the documents section.
Since the first AGM this topic has regularly been raised and each of the Associations Boards have shared the consensus view that the practice, if possible should be curtailed. In the AGM of 2012 the attendees requested the Board to seek legal advice on this subject. This was completed and the work undertaken by Hadef and Partners with a report being given to the AGM in 2013. In taking this matter further representatives of the Board approached and met with senior representatives of RERA to investigate what action could be implemented in order to stop the developer bringing in guests from their other Hotels prior to the Oceana Hotel being completed. The result of this investigation was that the hotel was well within the legal limit of using the shared facility.
We would also recommend that Owners review the available minutes of the AGM and Board meetings which provides clarity on such matters as these raised here as well as the Hotels Kids Club, which was also raised this weekend, which is a commercial enterprise run by the Hotel Owner which 1 hour residents benefit from is paid for by the Owners Association.
The Hotel Management Company have confirmed that a substantial number of new sun loungers will be delivered in April and as per the direction given at the 2015 AGM the Residential Owners Association Board have received confirmation from the Hotel owner that external hotel guests i.e. Mövenpick will cease once Dukes hotel is operational.
The Community Portal is for the owners and residents of Oceana. Please be advised that all the notes posted on the wall will be reviewed by myself and acted upon but we hope you understand that it may be difficult to answer each and every post, however I am available at the OA Management office should you wish to discuss any matters that require clarification or mail me at oceana@asteco.com and I will respond at the earliest since some of the unfounded speculation being posted by certain members is based on limited information which as a service provider working with your Owners Association Board we are more than happy to share in a transparent manner!
