    Replacement of Tiles on the Promenade Terrace Area

    What: Dubai Marina Promenade Tiles Replacement Work
    Who: EMAAR Community Management, Dubai Marina Master Community


    Dear Marinascape Residents,

    As a part of ongoing community improvement at Dubai Marina Master Community, tiles replacement of the promenade terrace (zone ‘A’) area is to be commenced from today, 25th July 2021. The removal of the old tiles and the installation of new tiles will be started after 12:00 AM to avoid disturbance to the retailers’ business operations.

    Casa Del Bene terrace area will be the start point which is already coordinated with the concerned authority for their kind cooperation. All the terrace occupants will be informed in advance prior to starting the tiles replacement work on their respective areas.

    Please be advised that above-mentioned work area will be temporarily hoarded off and closed for public access. Building emergency access and mall entrances will be prioritized to complete as early as possible.

    External Façade Glass Cleaning (from August 1st)

    Dear Marinascape Residents,

    Please be advised that the External Facade Glass Cleaning of the building will begin from August 01, 2021, Sunday (subject to weather conditions). The work hours will be from 6:00AM to 5:00PM, from Sunday to Thursday. The cleaning cycle will take approximately 25-30 days (subject to weather conditions).

    During the cleaning period, we advise that you do the following:
    - Lock the balcony doors and windows
    - For privacy, keep your curtains/blinds closed
    - For safety and security reasons, remove any item from your balcony that may be damaged by water.

    The Jointly Owned Property, the Building Management, and the Contractor shall not be held responsible for any damages that may occur to your personal effects if they are continued to be stored or kept in the balcony during the cleaning period.

    Please be advised the building technical team is scheduling an emergency valve replacement of the main domestic water pipe located at the 10th floor of Oceanic Tower.

    During the works, water supply to Oceanic Tower will be interrupted on July 18th, from 9PM tonight to 5AM tomorrow morning. Affected units will be the following:

    Please expect minor drilling sounds for approximately 10-20 minutes during the course of the scheduled emergency works.

    Notice: Landscaping Works at Community Entrance

    As part of Mansions’ ongoing efforts to improve the community, the technical team shall be performing landscaping works at the community entrance and podium level. The scope of work includes repair and replacement of irrigation network between planters, as well as improvement of both hard and soft landscape conditions. During these works, existing plants shall be removed and set aside to allow excavation of soil in affected planter boxes. The works are expected to be completed by July 15th, 2021.

    Building Evacuation Alert: False Fire Alarm

    Posted on: 11-04-2021


    Dear Marinascape Residents and Occupants,

    Just a few minutes back, the building evacuation alarm has been activated due to concurrent fire alarm activation in 4 different apartments of the residential towers. As per the life and safety protocol, activated fire alarm devices must first be checked (whether or not the fire is real) before the fire alarm panel can be reset. However, as per the Cause-and-Effect matrix set for the fire alarm system of the community, exactly 3 minutes after the onset of the fire alarm activation, the building evacuation alarm will automatically kick-in if the fire alarm panel is not reset. Unfortunately, 3 minutes was not enough for the security team to reach all the 4 apartment units, and thus the fire alarm panel was not reset on time. This, therefore, has triggered the building evacuation alarm this morning.

    We shall look into this morning’s incident and find room for improvement in relation to security procedures when addressing multiple fire alarm activation in the building. Meanwhile, we apologize for the inconveniences caused to you and your family.

    It has been reported that some occupants of the residential community refuse to wear their face masks while in the common areas of the building (elevators, lobbies, reception, building facilities). Not wearing a face mask is a violation of the health safety protocol that is strictly being implemented by the local government. Therefore, anyone who refuses to wear the mandatory face masks shall be reported directly to Dubai Police by calling 901.

    We urge everyone to be socially responsible in order to safeguard the health and safety of our families, loved ones, and the community as a whole.

    Dear Owners & Residents,

    In line with Dubai Health Authority to ensure the safety of each and every individual, their families, and the communities as a whole, Mansions Owners Association Management would like to remind some of the COVID-19 guidelines to be followed and exercised at all times.

    Apart from the regular safety measures that people have been taking for a year now such as wearing masks, maintaining social distance, the UAE has rolled out a massive nationwide vaccination campaign, offering the Covid-19 vaccine to residents and citizens for free.     Now, we all must do our part in supporting the government's efforts in trying to keep everyone safe.

    To protect ourselves and everyone in the community, here are some key points to remember even if you are vaccinated:

    • All residents including children must cover their nose and mouth with masks and maintain social distancing at all times for everyone's safety.
    • If you are using the building elevator, limit to two persons at a time and keep a safe distance from the elevator door and for those exiting. Avoid leaning on the sides of the elevator.
    • When using your community amenities, limit your time spent to the recommended slot and adhere to the occupancy numbers as mentioned at the amenity.
    • At swimming pools, gymnasiums, or sports courts, please wipe down your personal items and gear before and after use.
    • Community amenities are exclusively for residents’ use only.
    • When using the community mosque or prayer room, please leave an empty row from the next person. Also, please use your personal prayer books and mats.
    • When walking your pets, please dispose of dog waste/used items in the bins provided and clean up after your pet at all times.
    • It is recommended to avoid contact sports or activities. Also, keep noise levels to a minimum to avoid disturbances.
    • Discard used items in the bins provided and do not litter.
    • Follow hygiene tips such as coughing into your elbows and not your hands.
    • Residents found to be violating the safety precautions may face fines from local authorities.
    • It is important to follow hand hygiene practice, we urge all residents to practice hand hygiene measures and stay tuned to tips and recommendations from the local government. Thank you in advance for your understanding and cooperation.
    • In the event that you come in close contact with a COVID-19 positive individual, please follow the protocols determined by the local authorities and observe the mandatory ten days of home quarantine.

    Dear Residents and Occupants of Affected Units:

    Over the last 2 weeks, the building technical team has been monitoring a progressive water leakage at the domestic water main pipe of Oceanic Tower, which serves Oceanic Residential Tower, Villas 1-8, and the Retail areas. The building technical team has performed 2 consecutive rectification works at the subject water pipe, which caused water supply interruptions. The building technical team has been continuously monitoring the subject water pipe after the initial rectification works.

    Just earlier today, the building technical team has advised that pipe support must be installed to stabilize the subject pipe during intense water pressure. The works are scheduled tomorrow early morning, Nov. 22nd, between 1:30AM to 4:30AM. During this period, WATER SUPPLY will again be interrupted. We kindly asked affected residents and occupants to store some water for any contingency needs during this period.

    Dear Marinascape Owners and Residents,

    In line with Dubai Health Authority (DHA) guidance, Mansions OAM has taken initiatives to hire a Dubai Municipality (DM)-approved company to conduct building disinfection to the common areas of the community, as part of the precautionary measures to stop the spread of COVID-19 virus. The appointed contractor will perform building disinfection which will include the following activities:

     Disinfection of all apartment/shop doors
     Disinfection of main lobby doors
     Disinfection of all elevator doors
     Disinfection of all fire hose cabinet doors
     Disinfection of all utility rooms doors
     Disinfection of all garbage chute doors
     Disinfection of all exit stairs doors
     Disinfection of all water meter doors
     Disinfection of the plant room doors
     Disinfection of ground floor and basement levels

    WHAT YOU SHOULD EXPECT:
     Presence of professional team in coveralls/body suit and protective equipment
     Use of disinfectant sprays and associated cleaning equipment

    WHAT YOU MUST DO:
     In order to provide the best level of service quality, and in order to adhere to industry best practices, all residents are requested to stay inside their apartments during the entire period of disinfection.
     Residents are requested to minimize their presence in the building common areas.

    Legal Notices Issued to Service Charge Debtors

    Dear Marinascape Owners,

    Legal Notices have been issued by Dubai Land Department to the Unit Owners of Marinascape who have outstanding/unpaid service charges to the community.

    LEGAL GROUND: Law 6 of 2019 on Jointly‐owned Property in Emirate of Dubai

    1. An Owner of a Unit shall pay his contribution of the Service Fees to the Jointly‐Owned Property Management Company which is appointed by the Real Estate Regulatory Agency (RERA) for managing, operating, maintaining, and repairing the Jointly Owned Property. Such contribution shall be calculated in proportion to the area of the Unit in comparison to the gross unit area of the Jointly‐Owned Property (Article 25).

    2. An Owner or Developer may NOT refrain from paying Service Fees approved by the Authority (Article 28).

    3. The Management Company shall have a lien on each unit with regards to unpaid Service Fees (Article 32/A).

    4. If an Owner fails to pay his contribution of the Service Fees or any part thereof within 30 days of being notified, the Management Company shall refer the matter to the Executive Judge who has the right to sell the Unit for which the fees have not been paid at a public auction to reimburse the fees.

    Please note that the Law has imposed the following penalties for those who fail to pay these fees, and in the event of any failure:

    1. The Owner shall not be allowed to register or renew any Lease Contract on the Unit.
    2. The Execution Judge shall take all judicial measures against the defaulting Owner.
    3. The Execution Judge may force a sale of the Unit by public auction.

    NEW Loading Bay Area at Residential Basement Entrance Driveway

    Dear Residents,

    A recent Dubai Municipality inspection concluded that Retail Units have ‘right of way’ to access their service corridor which entrance door is located at the PR driveway area of the Residential basement parking. Therefore, a new loading bay area has been created to accommodate the loading and unloading of goods for the retail units. The photo of the new loading bay area is attached for your reference.

    With the new loading bay in place, we urge all vehicle drivers to DRIVE SLOWLY when entering the basement parking area to avoid possible vehicular collision and/or accident if and when loading/unloading activities are underway. Certain safety protocols are also put into place for the delivery crew to observe to ensure their safety while in the loading bay area.

    NOTICE: APPOINTMENT OF NEW CLEANING COMPANY

    Dear Marinascape Residents,

    We would like to inform you that a new Cleaning Company, CONCORDIA DMCC, has been officially appointed in Marinascape Community effective July 15, 2020. The change of cleaning company is a result of RERA’s directive which aims to reduce Community Service Charge of Marinascape Jointly Owned Property. Six (6) reputable cleaning companies, including the existing cleaning team, have joined the tender process from which the lowest bidder, CONCORDIA DMCC, has been awarded with the service contract. The change of cleaning company has resulted in a cleaning cost reduction of more than AED 30,000 per annum, which the unit owners will benefit from lower service charges in 2020 financial year.

    Mansions OA Management is closely working with RERA auditors in the effort to reduce community fees during these challenging times.

    RERA Circular to Unit Owners - Payment to Service Charges

    Dear Unit Owners,

    We are sharing the attached circular issued by Dubai Land Department, through its Real Estate Regulatory Agency (RERA), for your reference.

    As we continue to ensure the community’s wellbeing and upkeep, RERA is encouraging all unit owners to pay their share of the community service charges to ensure continuous provision of community services such as common area power supply, hygiene and disinfection, safety and security requirements, among other community services. Without the necessary funds, critical services may be at risk of disconnection and disruption, which may eventually affect your property, and the community as a whole.

    Therefore, every unit owner is urged to cooperate and commit to paying the fees that are due in order to avoid any legal consequences in accordance with the procedures of Law No. 6/2019 concerning the jointly owned properties in the Emirate of Dubai.

    Legal Grounds:
     Where an Owner fails to pay his share of the Service Charges or any part thereof, the Management Entity must request him to pay such charges within thirty (30) days from being served the relevant written notice approved by RERA. In the event of failure of the Owner to pay the charges within this time limit, the financial claim made by the Management Entity against the Owner will be enforceable by the execution judge at the RDSC in accordance with the relevant rules and procedures adopted by the RDSC. (Article 32/B)

     Where necessary, the competent execution judge may order that a Unit, in respect of which the Owner fails to pay his share of Service Charges, is sold by public auction to collect these charges. (Article 32/C)

    Pool Re-opening: Subject to Mandatory Water Quality Testing

    Dear Residents,

    Over the weekend, we have received the government’s instructions to re-open the swimming pool facilities of the communities. Just today, we have received Dubai Land Department’s list of specific precautionary measures for residential communities that are to be observed prior to and during the re-opening of the pool facility. The attached document is for your reference.

    For a quick summary, below are the highlights of the precautionary measures:
    1. Prior to reopening, all swimming pools should go under deep cleaning, and water quality test should be done BEFORE re-opening (Total Bacteria Count & Legionella Test). Water samples were already taken and were sent for laboratory analysis. The water test results are expected within the next 7-10 working days.
    2. Due to minimum capacity, the pool facility will be accessible in a first-come, first-serve basis.
    3. No personal towel, no entry. Pool users must bring their own towels.
    4. Sunbeds are to be removed.
    5. Pool users are encouraged not to spend more than 2 hours in the pool area.
    6. Wearing of face mask remains mandatory, and shall only be removed DURING swimming.
    7. Only residents are allowed to use the pool facility. No visitors are allowed.
    8. Individual/Personal trainers are not allowed.

    9. Routines:
    a) Temperature screening upon entry
    b) Cleaning and disinfecting frequently touched surfaces once every hour
    c) 2-meter distancing (family members in one group are allowed up to 5 members only)
    d) Mandatory shower before and after using the pool
    e) Children must be supervised by an adult at all times

    10. Jacuzzi and/or Sauna facilities shall remain closed.

    We shall officially announce the re-opening of the swimming pool once the water test results are received and the pool water parameters are as per the required safety standards.

The openings, however, DO NOT INCLUDE residential gym and other building facilities.     UAE Sanitisation Drive: 8pm tonight (March 26) to 6am on Sunday (March 29)

    A national sterilisation programme is being carried out from 8pm tonight (March 26) to 6am on Sunday (March 29). This is part of the authorities' efforts to combat the spread of Covid-19.

    Here is all you need to know about the move and some guidelines to stay safe:

     Don't step out of your home unless absolutely necessary. Violators will be jailed and/or fined.

     Public transport will be suspended during this period.

     Taxis and private transport will be allowed, but authorities will ensure that those stepping out have a genuine reason to do so.

     Traffic movement will be restricted.

     Unless it is for buying food or medicines, residents must not step out.

     Supermarkets and pharmacies will remain open, but the number of people allowed inside at a time will be restricted. Dubai Economy had earlier directed these outlets to take just 30% of their capacity.

     Those working in some vital sectors can step out, but authorities will check their IDs. These sectors are: Energy, communications, health, education, security and the police, military, postal, shipping, pharmaceuticals, water and food sector, civil aviation, airports, financial and banking, government media and the services sector, which includes gas stations and construction projects.

     Gatherings are not allowed. This includes family gatherings, desert outings, etc.

     Communicate with your loved ones with phones or through social media.

    Stay home. Stay safe.

    Retail Fume/Smoke Issue: Complaint Hotline: 800-900

    Dear Marinascape Residents,

    As is generally known, we have ongoing fume/smoke issues generated by the Retail area / Restaurants of the building, that have for a long time now, and still are, affecting occupiers at (mainly the front of) Marinascape, and especially so at the lower Avant Tower units and Marina Homes close to either side of the pool.

    The Board & Mansions have proposed plans for a permanent workable solution:-

    Fume Extraction System Relocation Project:
    The building management is currently in the process in getting the project funded by the Retail Shops. However, extracting funds is proving very challenging, to say the least.

    Please be assured that the building management has also been continuously coordinating with Dubai Municipality and Dubai Civil Defense in a seeking resolution of this ongoing issue.

    Parallel to this, we believe that complaints from residents /occupiers directly to the authorities will receive much more focus & attention. Hopefully that will prompt a firm and fast against the restaurants producing fume/smoke.

    Please be advised that the technical team has found a water leakage along the chilled water supply line of the Cooling Tower. With this, the technical team is scheduling an Emergency Pipe Repair today, August 21st, Wednesday, from 6:00PM to 8:00PM.

    During the repair works, the chilled water supply line (pipeline) will be drained out, and the cooling towers will be shut down. Hence, there will be interruption of AC supply (cooling service) to the whole building.

    Marinascape Visitor Parking – Now Available

    The Board of Marinascape Owners Association and Mansions Owners Association Management are pleased to announce the new facility of residential VISITOR PARKING spaces at Marinascape. The Board is grateful for the cooperation & generosity of Marinascape Retail Management in making this possible.

    LOCATION:
    The full block of parking spaces is in Basement-1 (Parking Nos. 125 to 136), after the second downturn. The 12 spaces are clearly marked as VISITOR PARKING NO. 1 to NO. 12.

    BOOKING AND ENTRY PROCEDURES:
    Visitor parking space bookings can be made by completing the Visitor Parking Booking Form. The forms are available at the building reception desks of both Avant and Oceanic Towers, or by downloading from My-Community portal (document section).

    ELIGIBILITY
    1. Service charges of the resident’s unit must be paid to be eligible for booking the parking spaces.
    2. Only Residents (owners and tenants) of Marinascape may make the booking, not their guests.
    3. The visitor parking space facility is intended for use by guests and their private vehicles only, not for contractors, deliveries, and/or service providers of private units.
    4. Booking of the visitor parking spaces is on “first come, first serve” basis, and is subject to management approval at all times.
    5. The use of the visitor parking space is limited to:
    a. Maximum of 5 hours per car per day, from 8AM to 11PM, for Daytime Parking
    b. Maximum of 2 parking spaces per apartment

    VISITOR PARKING RULES
    To achieve efficient use of the parking facility, the following rules shall apply:
    1. Visitors will utilise the individually assigned parking space numbers only, and vacate the parking space/s on or before the booked time slot expires.
    2. First page of booking form will be visibly displayed on dashboard, driver side, and vehicle shall be parked in reverse (front of vehicle facing drive-way).
    3. Any unauthorized parking in the designated visitor parking space, including overstaying prior agreed timeslots or parking outside the individually assigned space, will incur a penalty of AED 200 per vehicle, per calendar day of violation.
    4. Any penalty incurred in accordance to the terms of use of the visitor parking will become part of the service charges for the apartment and are payable as such. Consequentially, these must be:
    a. paid in full to be eligible to book the visitor parking facility in the future, or
    b. paid in full before being eligible for any move-in or move-out permit applications, or
    c. paid in full and on time as part of the owner’s next service charge invoice
    5. While not a for-profit endeavour, all charges generated in relation to this rule shall be treated as additional income of Marinascape Owners Association for the benefit of the entire community.

    DISCLAIMER
    The visitor parking facility is made available for your convenience by the Marinascape Owners Association Board, courtesy of Marinascape Investment Limited (the owner the retail units to which the parking spaces belong). Permission for use is granted, or withheld, following the above guidelines, but remains at the sole discretion of the appointed Community Manager, fully supported by the Marinascape Owners Association Board. Should the facility turn to cause nuisance and inconvenience of any sort to the community, or in the event Retail Owner takes back their parking spaces for whatever reason, the visitor parking facility shall cease its operations.

    As we are all greeted with a sandstorm this morning, we would like to share a few Home Tips which can minimize the effects of this extreme weather condition. Please see attached leaflet for your reference.

    Kindly note that we have been alerted regarding the use of Hazard Lights when the road visibility is poor. As per the recent update, motorists who turn on their hazards lights while driving during foggy weather conditions will be fined Dh500 with four black points. Motorists are urged to stop driving when visibility level drops to zero and park their cars in a safe area. Only when cars are parked when drivers can turn on their hazard lights to alert other motorists. Please be guided accordingly.

    APARTMENT ACCESS REQUIRED: Data Collection of Fire Alarm Devices

    Dear Residents of Marinascape,

    Good day.
    In relation to the recent Fire Alarm system updates, the appointed contractor would like to conduct a “Data Collection” exercise of all serial numbers of the fire alarm devices installed in every apartment of the community. This will allow them to speed-up device or spare part replacements without having to access the unit every time. The information collected will also provide ease of device programming in case of device failure, without accessing the unit in every step of the process.

    The activity is scheduled to take place on below dates:

    July 28, 2018 (Saturday) – from 9AM to 8PM
    July 29, 2018 (Sunday) – from 9AM to 5PM

    The data collection exercise will only take approximately 8-10 minutes per apartment. Residents are requested to call security desk at 04-240-8236 to book their appointments within the allocated timeframes.

    FIRE ALARM SYSTEM UPDATE

    Dear Marinascape Residents,

    We would like to inform you on some changes and improvements that have been implemented in the fire alarm system and sequencing at Marinascape.

    Previously, if a fire alarm was activated inside a particular apartment, only the voice evacuation sounder & flasher in that apartment’s corridor are activated and the alarm sequence was only cascaded to the voice evacuation sounder & flasher on the corridors of other floors, but not internally within apartments. A common & frequent complaint was that the corridor alarm was not audible inside the apartments, which understandably caused some anxiety & concern.

    We have therefore extended the alarm sequence to sound inside the apartments, as well as the corridors and changed the sequence as follows:

    Step 1:
    If a fire alarm has been activated in any apartment, the alarm will now sound at the same time in all 4 apartments on the same floor, together with the voice evacuation sounder & flasher in the corridor. The lifts are pre-programmed to proceed to a designated Floor level, a safe distance away from source of activated alarm.

    Step 2:
    If the alarm has not been reset for 3 minutes, then the alarms in all apartments and corridors one floor above and one floor below will be activated.

    Step 3:
    Thereafter, if the alarm has not been reset for 5 minutes, all alarms will be activated in all the apartments and corridors on all floors for the entire Marinascape building, i.e., globally.

    A fire alarm in a retail shop will activate alarms in all 23 retails shops and will cascade likewise after 3 minutes and 5 minutes respectively to the other floors & residential towers.

    Please be aware of a built-in manual safety feature within the overall automated alarm sequence, whereby Trained Security staff can and do intervene, to ensure very obvious causes of false alarms are identified so that unnecessary evacuations are eliminated or minimized. Accordingly, upon the first activation of an alarm, Security staff immediately acknowledge and silence (“mute”) the alarm and start to investigate the cause of alarm activation. As per Dubai Civil Defense rules, Security is allowed up to 180 seconds to conduct the investigation.

    If a definite false alarm is identified then the cause will be reported back to the control room, and authorized staff will reset the alarm, i.e. alarm will be cancelled.

    If the alarm system is not reset within those 3 minutes, then the alarms will start to sound again and will cascade according to the sequencing detailed above.

    Please be assured that any and all changes are in keeping with the DCD rules & guidelines.

    With the completion of the cause and effect matrix system update, as describe above, the appointed contractor has issued a Completion Certificate dated July 18, 2018, confirming that the fire alarm system is in good working condition.

    This is to inform you that the leakage rectification on the chilled water main pipe line on 14th Floor in Oceanic tower is complete and our technical team has restarted the cooling system in Oceanic tower.

    We request the residents to inform us by calling the BMS Control room at +971 4 240 8236, in case there is any issue with your apartment AC unit. We will send our technical team to inspect and rectify the issue.
