G floor drive way closure
Posted on: 21-12-2017Dear Residents,
Please be advised that there has been an incident of damaged glass behind the Doubletree by Hilton signage on the 25th floor, due to this it has been necessary for the Building Management Group to appoint someone to ensure the area is safe while materials for replacement are being fabricated.
The contractor appointed to remove the damaged glass and provide protection to the 12 damaged glass panes will commence their works on Saturday, December 23rd 2017 at 9am, their working times will be starting from 9am to 5pm. Works are expected to take 4 days however this will depend on the weather, if the wind increases then works will need to be put on hold until it is safe to use the BMU (Building Maintenance Unit/Cradle).
Due to location of the works, and the health and safety implications the Ground Floor Drive Way will be closed until the protection has been put into place, therefore pick up/drop off, walking along the drive way is not safe. You can access the tower during above mentioned hours through B1 parking area. G4S Security at the Main Gate and Secure Plus (Residential security) are aware of the necessary precautions to take and will be there to assist you and your guests.

Ground floor smell & Access control

Please find below the updates regarding ground floor foul smell and access control in Al Bateen Residences:
Ground Floor Foul Smell – Kindly be advised investigation are being carried out by Asteco, Adeeb and 3rd parties to resolve the smell and are currently at tender to appoint a Service Provider to rectify. This issue has the Managements full attention and is in progress to be resolved as soon as possible.
Access Control - Following the access control system going live, the system has again become slow and defected. The cost to rectify the Access Control will be carried out by the Developer as the building is still yet to receive a fully foundational system since hand over. Until these rectifications are completed successfully by the Developer the system will be switched off.

Access control - Al Bateen Residences

Dear Residents,
The safety and security of Al Bateen Residences is of importance to us all and to achieve that goal we have been following up with the Developer to rectify the access control system as per the original design. The system went live in June however faults occurred within the system and additional works were required by the Developer to rectify, which have now been completed.
The system will allow only residents with a valid access card to enter the property. So we are happy to inform all residents that the system will be activated on Sunday 3rd December at 12pm as follows:
• Residents will need their access cards when entering the building in both lobby 1 and 2 via Basement 2 lift lobbies.
• If you parked in Basement 2 and forgot the access card, you will need to go to your lobbies on B1 or Ground floor via the main car park entrance.
• Access cards will be needed to access the fire stairwell doors. These doors are connected to the fire alarm system and will open automatically when a fire evacuation goes off.
• Access cards will be required to access the Gym, Pool and Beach.
• Guests staying with you will need to be accompanied by you, or you need to provide written details to security with their names to assist.
• B1 Lift Lobbies will remain deactivated until they can be opened remotely by security since B1 provides access to residential visitors.
Before the system goes live (12pm on Sunday 3rd December), please check if you are in possession of your card. If you have lost your card and need to purchase a new one, please visit the Management office between 9am - 10am, or 3pm - 4pm, Sunday to Thursday. Contact ADEEB Facilities Management to assist in case your card is not working.

Swimming Pool Rectifications

In light of the comments concerning the swimming pool improvement works we fully understand your frustrations with the timings, this time of year was not planned however it is not possible to delay these works.
It was hoped the works could be executed earlier however due to the tender process to ensure the correct contractor was appointed, along with enhanced equipment and materials being sourced to ensure there would be no repeated problems following previous works carried out by the Developers contractor. In order to satisfy the Developer there are approval documentations to be signed, a payment process and a transfer of funds from the Developer to the Management which regrettably takes time and is not something that can be avoided.
While we have received a number of complaints about closing the pool, we also have a number of residents who are concerned with the state of the pool and if left in its current state for a longer period of time there could be further damage to the pool and health and safety risks if lights are not changed and tiles are not replaced.
We apologies for any inconvenience caused and the appointed contractor has provided a timeline for the works however they will be monitored daily to ensure completion as soon as practically possible.
Its appreciated if you can continue to support the Development while works go ahead.

Fire system update - Al Bateen Residences

We would like to address the recent concerns raised over the evacuations at Al Bateen.
Following Civil Defense inspection the fire protection systems continue to function as per regulation and certified and approved by DCD’s nominated inspection companies, there has been no notification to make amendments to DCD approved set up.
It was advised in the August newsletter that the service provider Sibca (DCD licensed maintenance service provider) were brought to site to review any changes that can be made with immediate effect. Sensitivity deductions were made within the residential component that are all in line with Civil Defense approvals and there has been a noticeable reduction in the number of evacuations however this is still being monitored.
Concurrently to this the advice and recommendations of “achievable” amendments to the set up by Sibca have been reviewed. On this basis meetings, site inspections and review of drawings have been undertaken by 3 licensed fire consultants to propose costs to review what changes can be made the system set up:
• Staged sounders to alert a single floor and then closest multiple floors and then escalating to full evacuation if not responded and cancelled in time limits.
• Time periods between initial activation and inspection of incident being optimised.
Currently proposals and scope of work is under review by the Building Management Group, Hotel Management and Developer, we hope you understand that in depth consultation is required from all stakeholders and approval of any changes must be agreeable by all parties who have invested interest to have this issue resolved.
Once agreement and appointment has been made there will be a survey carried out by the appointed consultant who will then make recommendation of any changes to the current Cause and Effect Matrix based on the UAE Fire Life Safety regulation and the NFPA Code. Any changes are to be submitted to Civil Defense for their final approval.

Al Bateen Residences, Regular AC Maintenance

With it being the peak of summer, we would like to remind you of the importance in having regular planned preventative maintenance carried out to your air-conditioning (AC) systems in your apartment.
AC systems get dirty over time, and will therefore have the potential to contain large amounts of dust. These toxins will cause your cooling system to work harder and shorten the life of the system. Your systems should be inspected, serviced and cleaned 4 times a year, even if you do not suspect something to be wrong with the system. If left unchecked your AC system can lose some of its operating efficiency meaning you cannot cool your home as capably as it could if it were cleaned, and it may also mean that long term costly damages are occurring to the system.
When an AC system is cleaned it will not need to work as hard to maintain the temperature you desire. As a result, less energy is used, leading to improved cost effective-ness.
ADEEB FM have a separate team that can assist any residents requiring AC servicing and you may contact them on 056 209 4513, alternatively we understand there are residents that will have their preferred maintenance service provider which it is necessary for those outside companies to provide their trade license and ID cards before being permitted into the building.
If your AC system has been maintained correctly with regular preventative maintenance every quarter and you continue to receive high bills, please contact Logic Utilities 800 56442 and arrange an inspection to ensure your meter and actuators are functioning correctly.

Emergency repairs - Main water supply

Please be informed that there are major repair works due to a leak on the main water riser for the building and it will take longer than expected. Currently there is no water supply to all apartments. We have been advised by the teams who are currently working to resolve this issue that water will be back by late night or early morning hours. The teams on site are doing their best to complete the works as soon as possible.

Pool Update
Posted on: 06-07-2017We also note the residents’ frustration in regard to the time to remedy the pool temperature. Unfortunately the equipment has been subject to more than a single incident effecting the pool. The chiller was installed earlier in the year but an electrical failure occurred and was remedied. The chiller was operational for a short period but this was cut short as residents experienced rising temperatures in the pool. The electrical components were still intact and the chiller was in working order. Through a process of elimination it was discovered the pool pumps output needed to be increased due to the increased outside temperatures in the last month. The pool is currently undergoing a cool down period and we have been advised by the installer this will take 48 hrs to reach the desired temperature . If this is proved not to be the problem at source then further investigation will be required. Asteco are concurrently communicating with 3rd parties with chiller and pool expertise to review the current installation to pre-empt any outcome.

Fire Alarm update
Posted on: 06-07-2017Dear Owners & Tenants
Whilst we deliberate the outcomes of fact finding and information gathering from DCD and contractors with the OA Board, we have prioritised action into those that can be implemented within the Residential Component and then more universally coordinating with the Commercial Component.
1. We are confident that there is potential modification to the sensitivity of the smoke detectors which will reduce the tendency for cooking, steam and dust setting off alarms accidentally.
2. We are confident that the heat detectors can also be adjusted to accommodate the significant ambient temperatures which may exist.
3. There is probable modification to adjust in what order the systems trigger when a particular device activates. This is what is known as the Cause & Effect Matrix of the property. In simple terms DCD may accept a variation to the phased activation of the alarm escalating to a full evacuation providing additional time for a false alarm to be silenced thus only inconveniencing a limited area of the tower.
4. Modification of the design to delay the knock-on consequence of the system, delaying notifying the neighbouring building to also immediately evacuate.
It has been established that item 1 and 2 are able to be implemented on Sunday 9th July without reference to 3rd parties and then can be monitored for performance.
Please be aware that there will be alarms activated on Sunday during this work which are unavoidable and a necessary part of the modification.
It is also established that items 3 and 4 could not be remedied in house and require a fire consultant to be appointed with item 4 needing further involvement of the Commercial Component and DCD approvals to make any alterations so we envisage this aspect to take a longer whilst the OA Board and other stakeholders are brought up to speed with objectives, solutions and recommendations for them to provide their directions. -

Fire alarms update

Dear Residents,
We have noted your concerns over the frequency of the alarms sounding in Al Bateen Residences and have collated this update in coordination with the Residential Owners Association Board.
Whilst we noted the comments raised from the inspection held of the building last week it should be noted that the fire protection systems in the tower are all working as per regulation and certified and approved by DCD’s nominated inspection companies however we are also looking into upgrades and sensitivity deduction all in line with Civil Defense approvals to improve the current setup. This documentation is held with the OA and the certified maintenance contractor, Sibca – the largest fire alarm installer and maintainer in the UAE perform quarterly inspections. Over and above this in order to obtain an attested certificate, DCD themselves make an annual inspection of the systems and these have not raised any issues or concerns for us to address since testing commenced in 2013.
In order to continue this project we are awaiting to receive official communication from DCD that was generated from this inspection so that we are unable to understand what it is that is required by them, if anything. Whilst comments may have been made to the contrary during that inspection as noted above the design of the buildings fire alarm has been approved and certified on an annual basis by them and action based upon a conversation with no written documents.
In tandem to this we have commenced a due diligence exercise to double check the operational aspects of the system as installed and to explore any improvements that can be made.
The level of alarm sound has been investigated previously and certified documents to verify that the product and sound levels were compliant to UAE codes of practice. Further investigation by ourselves has identified possible improvement options, we are following up on this again in case we have not been given accurate report by the qualified parties. We welcome a visit by a representative from DCD qualified to assess and approve any improved format to the fire alarm operations or provide leverage to achieve our objectives at Al Bateen to assist the project.
Asteco has taken immediate action to coordinate a meeting with Sibca who installed the system and are the current maintenance service provider along with Adeeb FM, Hotel security G4S and Residential Security Secure Plus to review any short falls of the system and any possible changes that could be made.
Sibca performed inspections and assessment of Alarm today Monday 3rd July but were interrupted by a resident who had to be removed from the control rooms by Police. As a result further inspections are required this week.
Sibca have been requested to provide advice and recommendations of “feasible” improvements of the Fire Alarm System raised such as:-
• Confirmation of the sounder being staged to alert the single floor and then closest multiple floors and then escalating to full evacuation if not responded and cancelled in time limits.
• Time periods between initial activation and inspection of incident being optimised.
• Performance of devices being checked for sensitivity and sound levels
• Splitting systems – requires more input from DCD and fire consultants and other stakeholders.
(Some retail is within the residential tower and cannot be split which questions the practicality and achievement of objective).
Once action plan is verified from the findings it will need to be agreed by the Owners Association, Hotel Management and Developer before proceeding further to be forwarded to Civil Defense for their final approval.
This is not something that is able to be solved by the OA alone and requires the input of other stakeholders, all of who are fully aware of the circumstance and previous dialogue with consultants on this important matter.

Al Bateen Residences– False Alarm Review
Posted on: 30-06-2017Regrettably there have been many false alarm incidents within the property which is unacceptable to the residents and management. We are taking these events very seriously due the risk to life and significant inconvenience to all involved.
To provide comfort, there is nothing wrong with the operation of the systems and equipment. Al Bateen Residences’ fire alarm detection system, firefighting protection systems, emergency lighting and signage are subject to planned preventative maintenance and corrective maintenance performed by certified DCD maintenance companies with qualified technicians. The systems are regularly inspected and are in full working order in accordance with related fire safety standards (NFPA 72:2010 and UAE fire & safety codes 2012).
The design of the building and its systems ensures that there is adequate protection well positioned throughout the building to ensure adequate coverage is reached, as per related fire safety standards. All devices are linked to the fire alarm and detection system, to ensure the system is fully integrated including the hotel in accordance with design and DCD requirement as a major incident in either tower will affect the other in a short space of time.
False Alarm difficulties
False alarms are too often being experienced within the property which are as a result of various sources from both the Hotel and the Residences.

To reduce the number of false alarms that do not cause a fire evacuation, residents should take caution and consider the following:
• Opening windows.
• Use of the extract fan when cooking.
• Not to burn items which will cause heavy smoke in your apartment.
• Regular preventive maintenance (water heaters and detection devices)
The significance of the influence that the residents can make to the number of false alarms should not be underestimated. In the single month of May there were in total 18 events of alarm in the residential tower alone. Only 6 of these events went to full evacuation which were unable to be averted and have been reported in the above table.
Action plan and recommendation
• Highlight to residents how their actions can reduce the number of false alarms
• Investigate current operations to identify possible improved reaction times in the event of an alarm.
• Identify whether modification can be implemented to design and equipment
• Coordination meeting has been arranged between FM, Security, Specialist Contractors and management to find solution(s).
• Coordinate with the Developer, Commercial Owner and Hotel to reduce incidents from other parts of the property.
Civil Defense representative has visited the property on Thursday 29th June 2017 at 2pm and they were shown around the control rooms, fire equipment and detection panels by Hilton Security and Secure Plus. During inspection, the representative requested a detailed schedule of events which was provided. The representative was satisfied with the operations of the tower and the management of events that had taken place. There was no further instruction from the representative. Explanation of this compliance was provided to a unit owner who had made complaint to DCD by the representative.
The management are looking into all possible enhancements and modifications to reduce the sensitivity and influence of resident’s normal living actions upon the fire protection systems. We look for your patience and cooperation whilst the optimum balance is found between convenient living environment and life line safety.
Keeping the devices well maintained including smoke detectors, electrical and plumbing systems and we recommend to switch off Water Heaters when not using them. Shaft rectifications – roles and responsibilities, Al Bateen Residences
Posted on: 19-02-2017Dear Residents,
We write to you to clarify any misunderstanding there may be in regard to the roles and responsibilities of the appointed companies involved with remedial works in relation to rectification of shafts causing bad smells being carried out by the developer’s contractor continuing under the remit of the expired defect liability period.
The Developer has appointed a 3rd party inspection company “Snag and Inspect” who is carrying out service shaft inspections by dropping a camera within them and providing a report on their findings.
Commodore, the Developer’s Main Contractor, is carrying out the rectifications based on their contractual obligations and is liable to rectify defects on behalf of the Developer.
It seems to be perceived by some residents and owners that Asteco’s involvement and scope of work is more elaborate than we are actually employed to do. Asteco’s remit as OA manager does not include project managing the process or overseeing the contractors and their work. As the Association Manager Asteco along with your Owners Association Board have placed pressure on the developer to address these defects and as such our role is solely to coordinate and facilitate access to apartments based on requests made from the Developer.
Shortfalls during these works such as missed appointments, unclear rectification method statements etc. are recorded by Asteco, in an attempt to improve the process, speed up the works, there have been alternative recommendations highlighted and this information is passed to the Developer and the Board. It is both our position and the Owners Association Board that these works require the formal appointment of a dedicated sited based Project Manager to oversee these works and to prevent these gaps, whilst also facilitating a point of contact who can be answerable to the residents. Asteco have also shortlisted contractors and sourced quotations to deploy a new contractor for these rectification works based on the experience to date however these recommendations have not been accepted by the developer.
We appreciate the frustration that residents/owners are experiencing and continue to log them and provide feedback to the Board and Developer as well as providing recommendations to improve the situation.

New Security Service Provider
Posted on: 03-04-2016Dear Residents,
As advised in the March newsletter the new security service provider “Secure Plus” has started at Al Bateen Residences.
The setup will be the similar as before, guards located in Lobby 1 and Lobby 2, a guard for the swimming pool area, 1 guard for patrolling dedicated to the residential areas and 1 supervisor overseeing the team who is also dedicated to the Residents. The same set up will be during the night apart from the swimming pool guard. There are occasions where you may need to contact security in this case for day shift you can contact Daveson on 055-9566582 or Rey during night hours on 055-2245507 they will be able to assist you however please note their phones will only active during their shift timings which are from 10am until 10pm and 10pm until 10am.
It was instructed by the IOA Board to keep security guards in their position to enable them to become familiar with all the residents and their particular role, it is expected this will be welcomed by the residents so you can also become familiar with the guards within your perspective lobby areas.
To make the guards feel welcome and while they are getting used to the new operations its appreciate if you can be patient while they become acquainted with the occupants of the building, accustomed to the standard operating procedures, and knowledge of the building. The new team may be asking you to sign if they think you are visitor until they know everyone, or they may need to check for phone numbers, or operating procedures if being requested. It is welcomed for all residents to introduce yourselves to the guards so they become acquainted with everyone. It is hoped that this transitional period will not take too long especially as they are covering the same roles daily but it is recommended to bear with them while they settle in.
The previous security guards from appointed via “G4S” will remain on site for the shared areas only such as main gate of the development, and some of the shared service rooms.

Bad Smells – Al Bateen Residences
The management are aware of the smell issues in the property and are looking into options for the problems with the aid of the operational staff. Due to the warranty and liability of the defects the contractors are responsible for the rectification of the smell issues, please be assured that the OA are exploring every avenue to assist with the remedy as soon as possible.
